Mine has lockers, before i tore into the case id be locking my front diff without the drive shaft in to try an easy isolation test first. For what its worth if no change there id try this with the rear drive shaft pulled and rear locked.
 
It sounds like something in the tcase for sure with the howling going away with the cdl switched pushed. Nothing else changes other than that... I would pull or swap the vc and go from there. Seems like the most obvious choice to me.
Is the VC as easy to put back in as it is take out?

My 80 doesn't have factory lockers.

About the same. Have a new c clip on hand if you're going to replace, I think Delancy might have a good VC for cheap if you're hell bent on sticking one back in.
 
It has a stock suspension for now, and the only reason I'm thinking VC is because the howl is gone when I lock the center diff even with both drive shafts installed. But I'll have to get under it and check out all the things you listed.

When the CDL is locked, the load on the drive train changes, so could, likely will, change a noise. A howl/growl noise is often a bearing or possibly gear, on the '80 the most common that we have seen is failing front pinion bearing. You could convert it to RWD, but if you want to use 4x4 a bad bearing isn't a good thing? Better to find the problem and properly repair it, than band aid it?

Makes sense, I'm trying to find a salvage yard that has a front diff set up that I can swap out. Otherwise, would regearing to 4.88 replace most of the parts in the front and rear that could be causing the howling? Also with the front driveshaft out and the CDL locked, are the gears and axles in the front still spinning or are they stationary?
 
Ha ha sorry dog , im in mine full time so i prefer mine part time , for this very reason .
Went part time and got the LOKKA spool, never looked back after that, now my longfields will last much much longer.
