Vinyl wrap of fender wheel well opening?

So I have a problem and I’m looking for input.
When I bought my LX it came with aftermarket fender flares installed by Golf State Toyota. They attached via screws in the wheel well and 3M tape around the exterior of the fender. Well they would not stay put so the previous owner used a combination of, now get this, cyanoacrylate (crazy glue) and silicone sealant to adhere it to the paint!
I like in the rust belt, Chicago, and the flares then became a great tap for salt sludge to build up. So I took them off. There is no rust underneath but the fenders look like s***. Clear coat rubbed off, crazy glue that cannot be removed, deep cuts through the paint (someone ran a razor blade around the edge at some point to remove some extra adhesive) and other blemishes. Wet sanding will not fix this. The only choice would be to paint the entire both sides of the vehicle as it is fenders, doors and quarter panels.
So! I am considering having vinyl wrap done in the arch shape that the fender flares were in to cover this mess and provide a seal of the paint so I don’t get corrosion where the cuts go through the paint. I suppose other options would be Plastidip or spray bed liner.

Any other ideas? Any experience with this? Has anyone seen precut vinyl like this? I will need to have a shop do this as I have no idea how to do this kind of work. Can anyone recommend a vinyl shop in the NW suburbs of Chicago to have this done? Costs?

If you are going to do vinyl wrap, you would use cutting tape to get the shape you need.
It is a vinyl tape that has a very thin line in it. You tape the outline of the shape you want with the line side to the inner edge. Then you wrap the vinyl over it the area you want to cover. You then pull the line out of the tape and it cuts the vinyl as you pull it. You then remove the excess vinyl and tape and you will have nice clean lines.
Wrapping vinyl is not difficult to use. It has air release channels in the adhesive so easy to lay down with no bubbles if you take your time.
