Undercoating by dealer or factory

My 97 has a waxy black looking undercoating underneath. I have never seen this on a vehicle before. I initially thought it was a very bad oil leak when I first bought it but after taking a closer look it feels like wax that is the only way to describe it. Anyone ever seen this before? I have owned several toyotas and have never seen this before
 
Our trucks came from the factory with a brown waxy rust preventive substance sprayed on the entire underside. My guess is that over time the brown stuff changes color and picks up dirt, oil, etc. IME it works well to prevent rust, don't remove it.
 
My 91 has it in the engine bay. I assume it had it elsewhere as well, but it wore off.

I started removing it thinking it was grime, and I have to say it did a wonderful job of protecting the engine bay!
 
Maybe it's Waxoyl? I know older Rovers used it for rustproofing and some guys still do even now. Pretty good stuff, but pricey. It's black and waxy. It would have been an aftermarket deal, not factory.
