Under-hood vacuum lines. Help me reconnect this thingy (1 Viewer)

I got my FJ60 a few weeks ago and I'm trying to get everything back to baseline from a service/maintenance standpoint. It's a little slow to start sometimes, but otherwise it actually runs pretty well.

One thing that has me perplexed is this diaphragm under the passenger side of the air intake.

The two nipples on the front/back of it were basically open to atmosphere when I got it; there was a rotting rubber hose with a T junction hanging from one side that I didn't even notice until it fell off in my hands while I was checking the oil. I put vacuum caps on either side until I could figure out how it's supposed to be hooked up; it doesn't seem to have made any different in how it runs.

Any idea what this thing is and what those ports are supposed to be connected to? The big hose pointed out from the block seems to be hooked up to the EGR pipe on the hot side, and the smaller hose pointed at the block goes to the spaghetti mess of vacuum lines on the hot side. I looked through the factory emissions manual but didn't find any reference to this thing.

Eventually I'm going to replace all the vacuum lines with new silicone line.
 
Look through the document attached. The hose that loops from the top to the bottom of the air cleaner is incorrect. The hose end connected to the top of the air cleaner should be connected to the Tee thats on top of the PCV valve. The now open top port on the air cleaner should be connected to the end port "Y" of that VCV you are asking about. This VCV controls how the distributor cap is flushed with fresh air to prevent little explosions from collection of gas fumes inside the distributor cap.

One of the pages in the attachment shows pretty clearly how the VCV is plumed. ports Z & X are connected to a Tee which goes to one of the ports on the distributor cap. The other port on the distributor cap goes to an air filter bulkhead mounted on the firewall behind the glove box. Port S gets connected to the vacuum pipe bundle at a spot near the front of the engine. The pipe it connects to runs over to the 3 port vacuum fitting that screws into the intake manifold. The VCV is shown (in different ways) on the first three pages of my attachment. Good luck
