I am new to the 80. 1HDT and the small metal tube on the bottom side of the turbo seems to be leaking.

Is this indicative of major problems inside the turbo or just a leaking seal or line?i

The small metal oil feed tube are known to crack at the flange.
Either source a new replacement, or remove it, clean it up and TIG weld it.

They can fail catastrophically.
Mine cracked, and dumped a shìt load of oil fast.

This is the part for a '98 HDJ80.

The design was altered to alleviate the problem with cracking (the extra plate between the thin feed line, and oil return was added)
 
I used this part when I fitted a 1HD-FTE turbo on a 1HZ.
I had some trouble with fitment, but 1HD-FTE turbo cartridge is different.

If yours is pre '98 with stock turbo it should be a direct replacement
