I had my doubts from looking at your drawings, but dang, this might actually work.
How well do the JIS bits stay in place or are they prone to falling out?

Good question. One method for securing bits in tiny tools like this that I have seen is to have a groove made that will hold an o-ring. The tension from the o-ring holds the bit in place. Both for flat storage and for using the bit. Wouldn't work exactly the same (especially for the flat storage) with this tool but I suspect Joey already has a plan anyway. Example: Planet Pocket Tool: Shutterbugs!
Edit: While I was looking for that example Joey proved me right - he does already have a plan.
