I wish they would make TRD rock rails similar to the Toyota 4Runner Rock Rails.

Ah, yes, I recall someone posting this before. I would think that you could accomplish that same look with some vinyl wrap that would have a better chance of hanging on than plastic bits stuck on with double sided tape.
I am not down with anything called a garnish. Sounds like a tasty treat to be served up to the next rock. Seems like it is trying to simulate a real steel rock guard. That'll just make your $250 bumper a few hundred dollars more expensive to replace (paint not included).
Seriously though, if you are looking for a good cosmetic upgrade to the factory bumper a good vinyl guy could probably design a solution that looks cool but won't diminish your approach angle and will stay put when flexed.
