Tranny Throttle Cable (1 Viewer)

I wounder if my tranny cable problem is bad cable or return spring for cable? When I rev the motor with the throttle and let it snap back, the tranny cable return and just before it stops, it slows down and slowly comes to rest. It is in the last several mm that it slows down. Should it return all the way fast or should there be a delay just before it stops?
When it shifts into 2nd and I let off the throttle it chunks into 1st. It is not a chunk like on a Chevy auto tranny, its like the motor is reving to high when it goes into 1st.

I just check my system and there does seem to be a dampening on the return. The engine was hot so I didn't get a real good look but will when I put the new cable in.
