I've looked at it in the past, but haven't bought one. I am pretty sure I found that vendor from aliexpress but could be wrong.
 
Wow that is some old tech there. Mini tablet/PDA running WinCE, monochrome screen. We have some surveying data collectors that look to be based on the same platform, we retired that stuff a couple of years ago.

How does this compare to getting one of those ~$15 Bluetooth dongles and running Torque on your phone? I just did set this up the other day and it's really shocking all the stuff that app can do. This is the one I bought, works well:

Yes, it looks like the old SDCs I used in school. But given the fact that even Techstream Lite costs $1.3+k and a dollar a day subscription, for life, and I can take it with me, it's not terrible.

Torque has some valuable capabilities, I have it in fact. Two things this tool has (according to the add copy) that make it different is the ECU programming capability and of course the o-scope. I was initially interested in buying an affordable scope to scan some sensors during operation. I posted this hoping to find out about all the other do-dads. I'm reading through the manual this evening.
 
eBay techstream cables with the SW are $30. I can confirm that the SW works so long as you disable WiFi when using it, otherwise it bitches about the license key and won’t let you connect to your vehicle.

The intelligent tester is probably better for serious problem debugging. But the cable and techstream will let you read and clear codes and set some parameters (like window open on unlock), unlike most obd2 readers that can see and clear obd2 codes but can’t access Toyota-specific error logs, and it’s only $30
 
I have been eyeing buying a Tech 2 (GM) scanner for my Suburban (want/need it for diagnosing Quadrasteer foibles) - similar in nature to the diag tool above - and it's amazing how many auto mfrs. are still using tools of this vintage for cars and trucks still on the road.

While GM's evolved some of their stuff to virtualized versions of their old scanners that now run on Windows PCs, half the reason they did that was to charge subscriptions to dealers and mechanics for the privilege of using it. :devil:

For the LCs, if an OBD2 dongle (the wifi dongles tend to work better for me, and for iPhone users are the only option as Apple doesn't support the full Bluetooth stack and therefore Bluetooth dongles don't work with non-jailbrokens iPhones, buyer beware. There are also some more expensive phone-based apps for other marques that only work with a Wifi dongle, like the Carly app) doesn't get you what you want -

The techstream sw & OBD2-to-USB cable is where I would start for sure...
