Yep. It's a vise stand. They welded a VW brake drum to a truck wheel. There is another stand that is similar to your right side drawing - the one with wheels on it. I can get a picture of that for you.
Along with other things, the Shop does work on MDT and HDT vehicles and trailers so there is a regular supply of used brake drums, rims, and other components available that find their way into other uses.
I took a truck brake drum and a couple VW brake rotors so that I could unbolt it for transport for my planishing hammer stand.
I cut the center out of the one rotor in two passes on the lathe because I was a bit unsure about how things would go releasing that much metal at once. As it was, it wasn't an issue and I could have just cut off what I needed in one pass. I had visions of the cut piece dropping and tearing out across the floor of the shop...
