Since when are they plugging tires at Discount tire? Last I knew they patched them... Any ideas?

That's more than likely a plug/patch. A patch, with a plug to fill the void in the tread and keep debris and water away from the patch.

Thats what they did with one of my 35's on the FJ40 - plugged & patched a large screw hole on the center of the tread. I was skeptical but was leaving for Moab the next day. Lasted four years and counting so far - so it worked out ok for me.
Surprised they repaired that at all being so close to the sidewall. I’m guessing if that wasn’t under warranty it would have been unrepairable.
