Testing distributor vacuum advance diaphragms?

So I read through the Emissions FSM section on Spark Control, but am a little confused. I saw how to test each part separately, but what about a simple, "is is still good" test. Or did the FSM show me that?!

Can I test the distributor vacuum advancer without the engine running? Specifically, if I can suck air from the main diaphragm (Primary Advance) to the sub-diaphragm (Secondary HAC), and vice versa, does that mean the inner diaphragm is broken? Just trying to figure out my advance.

Truck is desmogged, and no longer has HAC (it broke), but I'm working on wiring in a VCV in it's place for the secondary. Primary carb advance is going to the secondary dist advance right now. Primary is capped on the dist, as is HAC port on near primary on carb. Just trying to get to the bottom of things, and dist. advance is part of that.

Suck on it. If it moves, it's good. If you suck a bunch of air and nothing moves, it's bad.

MityVac is a more sophisticated way to get a number, but the above test gets you 90% home...
