Don't do powder coat for the underside of a vehicle. They look nice for a while, but ANY rock chip or scratch and they peel and you can't touch them up effectively. Just do paint.
Clean with wire brush, blasting, whatever, then epoxy prime and paint where possible, then you can touch up with a spray can.
