Stripping an Earl Shieb Paint Job

My '68 FJ40 original color was Dune Beige. The PO Earl Scheib'd everything metallic chocolate brown. I found a couple places where the paint has flaked away (2-3" sections) to reveal shiny nice Dune Beige. I would like to try to strip the top layer off only.

Anyone know of a way to strip off one layer of paint?
 
Heat gun if they just painted right over the old paint? Could be the type of thing though where they just missed sanding part of the car before painting...as it was ES?
