Stop/slow rust at the bottom of doors?

My BJ73 has rust at the bottom edge of the doors that has caused the paint to bubble and flake. The metal is not badly damaged yet, I'd like to stop it here until I can paint the whole door. This is the gf's DD, so it I don't want it to look like a hoopdy. how best to do it? Only the lower 1/2" of the door is affected.

I was thinking of sanding off the bubbled paint and rust, hitting it with some naval jelly to remove the rust, and then using a matched rattle can to respray just the bottom inch of the door and trying to polish it together.

Thoughts?
 
after your repair , you might want to add some rust stop/ oil inside the door to slow the internal rust.
