Yes, could be tumbler, they wear, too. They're easy to remove, clean, lube. You can get inexpensive good quality aftermkt as well as Toyota if your key is sloppy in the slot (don't even go there!)
 
I just used a few drops on each to make the grease a little more liquid than solid. It is still easy to turn and the signal stalk is snapping into place as should be.
I removed the four screws that hold the top cover on and left the bottom in place,(the two screws in the middle closest together hold the bottom in place).
Also pulled the carb. cooling fan and pulled it apart and re-greased the ends of the motor shaft. No more popped fuses. YAY!!
 
WD-40 in the lock cylinder helps this issue.
 
Having worked as a Locksmith, I can tell people from experience that WD-40 works good at first, but after time turns into a substance akin to thick honey on a January morning exacerbating an already stiff lockwork into a key snapping affair.

I would use 'Lock-Ease' Graphited lock fluid by AGS Company. I think Wal Mart sells it, so does ACE. The nice thing is that the liquid evaporates, so it can get in those hard to reach places, leaves behind a very light dry lubricant in a graphite matrix.

Well it has been awhile, and the "fix" is still working great.
