Since I just went through all this on my '95 DD, I thought I'd share. I'm in the process of replacing all the assembly sheets (like this one) in my copy of the 1995 FSM, with annotated sheets similar to this. When I get it done, I'll post an update.
Note: I've listed the standard bolt torque for the steering damper mounting bracket to frame (22-lb·ft), rather than the 54-lb·ft value listed in the torque specification table. I've tried using that value in the past and the result was a stripped bolt. I'll post a photo when I get a chance; the bottom thread, near the bolt head, was converted from a 1.25 ptich to a 1.75 pitch.
AFAIK, this data is applicable to all 80 series, 1990-1998.
The steering damper part number for the 1991-1995 80 series is 45700-60051, but I don't know why the later part won't work, since the mounting points and geometry are the same. I don't know why the EPC doesn't list a part number for 1990.
January 1995 was a transition month/year; the trucks that rolled off the line in the first weeks in January had some 1994 parts on them (mine does).
EDIT: here's the result of using the 54-lb·ft torque value on the damper bracket mounting bolts:
