on the two lines of your air pump, it's all about flow. One is an intake and should be sucking wind, the other, well, that's the pump side, and you should feel air blowing out.
in the diagram, hose 42 is your "blow" and hose 40, that goes to the breather, is the "suck"
if you're not getting anything, your pump is probably shot. Is your PS pump leaking? That'll help it fail fast.
You can get a reman pump, but from what I understand, the volume isn't great, and sometimes they're so crappy, you can't pass emissions testing. Another volume test is to see how much carbon build-up is on your tail pipe. you'll want that air pump working so you don't clog your cat. Best thing is to foot the bill for a new Toyota pump, but expect to spend $900 or so. Contact American Toyota (or go through the boards here and contact cruiserdan) and he'll set you up with a pump, and if you tell him you got the info from here, he'll cut you a deal. When and if you put in a new pump, be sure you get your 'suck' and 'blow' hoses put on in the right order...
As far as the hoses go, I've made due with about $6 worth of heater/water hose cut to length. You just need to show the person at your local Auto Zone what diameter hose you need and they'll get it for you. The hoses don't transfer heated air at all, so you don't need to worry about that - you just need to get air from point a to point b.
