I ordered SKYJACKER shocks for my FJ-60 part number h7022 and H7047. When i received it today I push down on it and it did not rebound back up. Now my question, Is this normal for the shocks on a FJ? or is it suppose to rebound back up and i got a defective shock? Thanks for the input guys.

noobi response here but

Any shock I have ever put on a rig once compressed it should rebound back up....thats the whole purpose right?
Shocks on a cruiser should be the same as any vehicle,
should have compression and rebound.
Just my .02

so long as when it goes down it takes force and takes force to pull it back up its a good shock.
what it means is it is not a gas charged shock. just an absorber shock. one vs the other is really up to you. some shocks are gas charged others are not.
it really depends on your personal preferance. both do the same thing... stop it from bouncing....

That's normal for a non gas charged shock. One word of advice, and I say this all the time, measure your vehicle. Determine the extended length you need by jacking up the rig by the frame untill the wheels are off the ground with the shocks off. Then subtract the distance from the axle to the bump stop to determine the collapsed length needed. You will be surprised how many shocks have dimensions that will limit your articulation.
