will siping the large blocks of a MT tread increase tire wear significantly? Every other source on the interweb tells a totally different story. This is mainly a question out of sheer curiosity.

Yes. It's one reason all good tires are siped now. I have siped a set of 38.5X14.5/15" TSL SX's, the wear across the blocks is significant'y reduced, not to mention the added grip on slippery rocks. I also siped the center blocks on my new Toyo OC MT's, smoother, cooler, longer tread life.

I'm told that non- OEM siping of tires will get you a failed safety inspection in VA. Been meaning to look it up...but I read it on the internet so it must be true;p

I'm in BC Canada, haven't heard about legal issues. I'll look it up and get back.

I have been told by an inspection mechanic, that there are no regulations of concern for tire siping in BC.

I've seen trucks with non-oem siped tires be passed through a safety in Saskatchewan, not your jurisdiction I know but...
As for wear, my MT are siped, but since these are the only tires I have had of that brand I can't offer you a great comparison. I can tell you they have worn well, perhaps better then what the reviews from others would say, but those are other people with other driving styles. I would say they cut down on the noise when on the highway. Again, different rigs, and all, but my MT's are noticeably quieter then others on the road.
I can tell you that in a couple places were the machine came close to the edge of the block a tiny little bit were it was cut has flaked off. I feel it's only cosmetic, and it's so minor that unless I told you about it and where to look you would have a hard time spotting it.
And to offer some more information to my subjective somewhat rambling post, I do know a semi driver who has all his tires siped aftermarket. He was the one who turned me onto the idea. According to him any difference in wear is minor, no worse no better. It does greatly improve traction which in it's self is worth the relatively small cost to do it.
