Should I just replace the rack?

Bellows on the rack are completely torn and I'm not sure if I'm going to find that I need to replace the inner tie-rods when I replace the bellows.

If so, at $225ish ea for the inner tie rods from Toyota Parts Deal, would it be a better idea to just replace the whole rack for $600ish?

If that leak is P/S fluid from the rack it self, then yes, replace the entire rack. If the rack isn't leaking or isn't leaking too bad, the Sankei 555 Inner Tie Rods are pretty decent for $65/ea and can buy you a few years. It is also easier to replace but you'll need an alignment job in either case.
 
How many miles on the rack you have? I just replaced mine and have 2 555 inner tie rods with only a couple thousand miles on them if you want them for cheap. $50 plus shipping for both.

I believe the leak is from a PS hose/line/pump, I see a retun line that was replaced about 45k miles/6.5 years ago. I'll find out soon, but it is my daily driver so I try and have a plan B and C ready. I don't want to be w/o a vehilce for a few days while I have to wait on parts and ask buddies to take me to pick them up.

Pull the bellows back and clean up the area and then jack the front up and turn the steering back and forth to see where the leak is coming from. I could actively see leaking from the output shaft. I have 143k. They're old cars now so sometimes even though the miles are lower the age is still there on the seals.

The bellows looks dry, so no need to get a new rack. If you do not find any play on inner ends, then leave those alone, just install OEM bellows and drive (of course clean the area).
