I took off most everything attached to my front bumper. I found some rust that I hope is an isolated case of rot. It is a piece of steel that seems to act as a stiffener as well as a threaded plate for bolts to go into.
I might burn it out with a torch. It is hard to see but it is set back inside the RH frame channel a little.

Hello,

If the bumper was OEM, it is a gusset. It is attached to the frame by two 14 mm bolts on the outer side.

Instead of torching, try loosening the bolts.

I removed every bolt. This thing is welded in place. On the left side, in the photo, the plate runs towards the back and has tapped holes for bolts entering from the side of the chassis rail.

I might try my 110V plasma cutter on it.

My bj74 has the same welied plate on the right side and clear on the left.
 
My BJ74 has a tow hook on the right side only. I think this plate may help keep the box steel from collapsing.
 
Curiouser and curiouser.
I'll try to retain or re-make the plate with the threaded bolt holes.
 
What is the part number(s)? Toyota's name for them?
