I posted this on the 70 series page but I figured there might be more help here.

The PO used bedliner on the lower half of the sides of my BJ74. It helps fend off the rocks but there's some rust underneath. Around the wheel arch and on the rockers too.
I want to install rubber fender flares but I am not sure how to proceed in dealing with the rust.
What do you think?

It doesn't look great but its hard to tell what you are looking at until you get it down to bare metal. Bubbles under paint typically point to needing to cut the bad metal out and patching in new or replacing the entire panel or door or whatever if you want it done right. Since you are wanting fender flares this might not be too bad as far as the fenders go. It could be cut and patched and ugly as hell but the flares will cover it;)
