Just limit how far it rotates. It still needs to have some room to move, just not as much as it had. By increasing the diameter of the ball by slipping a sleave over it, I will effectively limit the rotation of the lunet so it wont bind up. Thats the theory anyway. I need to get the material so I can test it out. Should also take a lot of the noise away as an added bonus.
 
I played around with different limiting ideas and eventually abandoned all of them. I concluded that finding the right amount of limiting, i.e. would limit in most situations but yield if the trailer truly were about to go over, would be very difficult.

If a hard limit with no yielding is your intent then for the way that your tongue is laid out I'd look into welding a rectangular box structure to the front of the tongue. Place the sides so that the lunette can never touch them (barely), but place the top and the bottom so that the rear part of the ring is stopped by them at what ever angle you're willing to allow.
