Removing tow hitch welded to frame

Hey guys, I recently picked up a 99 LC. The PO (more like POS) had the tow hitch welded to the frame :bang:
I intend to install a Slee Rear bumper at some point. What would be the best way to remove the tow hitch without damaging the frame?

won't be fun, but if you can get the rear high up enough to comfortably work, it shouldn't be too bad, err to the side of the hitch and clean up any extra, then paint.
 
Grab a angle grinder and a hand full of cut off wheels and flapper disks.

Cut the center of the welds/beat with a mallet until it breaks off. Take the flapper disk to the remaining weld bits until it's uniform level with the rest of the frame. Hit with black spray paint.

I'd guess a 2-3 job at most.

I don't know who the hell thought it would be a good idea to weld the hitch onto the frame.
