Removing a broken bolt/welding on dissimilar metals question

i picked up a used snorkel with a broken bolt in the pillar mount section inside what appears to be a brass nutsert. It was previously drilled from what I can tell off center. I'm wondering if it will hurt anything to place a nut over it and try to weld the two together. There's no brass exposed this way and this technique has worked well for me removing broken rusted out bolts on an FJ40. However with the plastic and brass I'm not sure how this would work. Any experience with this out there? Thanks!
 
Thanks. I tried the nut trick 3 times, but the bolt is broken to deep to be effective. I may just have to keep drilling.
