The downstream O2 sensor looks at the exhaust gasses. It wants to see the same pattern as the upstream sensor, only to a much smaller level, meaning the cats are cleaning up the air. What your's is seeing is way too much oxygen from the leak. It doesn't match up with the upstream O2 so it throws the code. The fix is to either get your exhaust fixed, which may be a bad gasket at that flange, or it might actually be a cracked flange that an exhaust shop welder can fix in about 30 seconds. Or you can buy a downstream O2 emulator that tricks the ECM into thinking everything is cool all the time. People use them when they eliminate the cat to make the OBDII system think they are there. In your case, that would be a silly option.
 
Gumby, you are the man! Thanks a ton. I swear i learned a lot today; learned about catalytic converters and their function, I removed a head after a blown head gasket in my sister's isuzu trooper and found out what a cracked head and a blown head gasket look like.

B-, some TLC is in order for her really soon, promise! I have a box of new parts waiting to go on. Now i'll throw in a intake hose and an exhaust gasket and that brings thigns to new wires, iridium plugs, dizzy cap, rotor, valve cover gasket, belts, pcv grommet and hose. At that time i plan on giving it a real good cleaning, hey, i wheel my junk what can i say. :flamingo:

Just it being old and one day tilting the top of the canister back to clean the air filter. Put everything back together and cranked the truck up, noticed a rough idle, inspected the intake tube and saw a huge crack across the bottom. Took it back off, wrapped about 10 layers of ductape around the crack connected it back up and she purred like a kitten.

Gumby, i did spray some eather (sp?) around it while it was idling and i didn't notice a jump in idle. I had always heard that if it was leaking and you sprayed that stuff around where a vacum leak was, it would rev up.

Does a 95 have the clamshell heat shields round the cats? If so I would take a look at the upper cat heat shield and see if it is loose or broken anywhere. After chagning my cats I drove home without attaching the bottom half of the heat shield and it made a horrible noise at low revs that sounded like an idle/exhaust problem not a vibration and had me quite worried. Once the lower heat shield was attached it stopped.
 
Update

Installed a new gasket in the exhaust. Pic shows the old one that was pretty badly rusted and corroded beside a new one. Tightened everything back up and checked for leaks. No leaks. Unhooked battery to reset CEL. Still has a slight rough idle but no CEL for now.
