What does it mean - precoated part?

Does it need to add a couple of drops of LOCTITE 242 /243 or anti-seize lubricant?

If you replace with new bolts from Toyota, they already have loctite on them. If you’re reusing old bolts (even tho the FSM says not to), add loctite.
