No. There's no ratchet that will work in that tight space. For carb bolts I use a 12mm stubby and a 12mm generic Distributor wrench that I've bent up in a vise to clear the stuff around the carb. I found one cheap at a swap meet, but I think Harbor Freight has them too.

FWIW Had this happen to my neighbors 62, he used a long piece of steel flat bar (hes a window installer) and got it up from underneath and did a wide sweeping motion to actuate it. Basically used two hands from left to right, no removal of anything necessary IIRC.

Flat bar seems to be the way to go.
