I rebuilt my e-brake assembly and still no movement with the hand lever. I'm guessing it's the cable/equalizer, im not sure how its supposed to work/move? Is there a kit sold for it?

The handbrake equalizer is the bracket mounted to the rear of the rear axle housing. Its job is to move both bell cranks at the same time. If the unit is rusted in place, then only 1 bell crank will move (I forget left or right). If you're getting no movement on either bell crank, then there is another issue.
Are you certain that the bell cranks can move at all? It is very common for them to corrode at the pivot pin and seize. This is very common in the northeast.
All parts are replaceable and available from Toyota. Wits End also sell a complete hand brake rebuild kit with all OEM parts.
 
I have installed new bell cranks and everything that attaches to them. The brake handle has no tension on it at all. There's a guide for the cable that attaches to the 3rd member/differential cover that had rotted off as well.

Sounds like a broken/disconnected cable. Have you checked under the handbrake boot to make sure the cable is actually connected? There should be a long threaded piece with an adjusting nut and lock nut.
