Odd 3rd row storage system requirements

I started sketching up today and figured I would ask the group if anyone has anything that would meet these requirements.

3rd row seats mounted
can be folded away and stored behind the third row when seats are needed
Here is the awkward kicker:
Either needs to hold luggage underneath and a 70lb dog on top OR only be half of the luggae area so the dog can be on one side of it.

What its solving for:
8 hour drive down to NC with kids in second row and stuff/dog in rear
Need to keep third row seats in so we (+2 additional people down there) can all go to dinner in one car

I am trying to avoid needing the hitch tray AND the roof box
 
I would say this is an ideal scenario to construct a box that spans the width of the floor when the 3rd row is folded up, depth to back of 2nd row and tall enough to handle storage underneath. Carpet the top and add an inexpensive expansion type pet barrier between the top of the box and roof......done.

The box would lash down using the 4 corner tie-downs. Could be easily removable and modular.

I can't imagine anything that would be "foldable" that would meet these requirements. Unless, you were to make the vertical walls "foldable" But, you'd have to make the "floor" foldable as well so it wouldn't be too tall vertically when folded behind the 3rd row.

In any case, I think making it into a box format is the best solution as it would be rigid enough to support a dog while protecting any soft-sided luggage underneath.

Put dog in standard pet carrier with 3rd row folded up. Pile luggage around him/her for trip down.

Remove carrier/dog/luggage upon arrival. Fold down seats and go to dinner.

Reverse process for return trip.

Upon return, buy one of my barriers just because they are awesome.
