I have a 1991 cruiser with no power to starter relay. The should be 12 v available to relay coil with the key on and also 12 v constant at relay that goes to neutral safety switch and then to starter. I do no have power anywhere at the relay I checked fuses and fusible link all good

There is no starter relay on any USDM 80 Series.
There is no relay that feeds the neutral start switch.

The logic for the starter circuit is pretty simple on these trucks in stock form:
FL AM1/Fuse AM1/ignition switch/neutral start switch/starter solenoid.
Nothing else effects that circuit. The motor side of the starter is connected directly to the battery positive terminal.

The Toyota EWD and FSM have all the information you need and are available in the resources section.
From the 1991 EWD:

There was a relay that was clicking in left left kick panel. Do you know what that is.

Again, all information is available to you in the Toyota FSM and EWD. It's a FREE FER NOTHIN download in the resources section.
There are 8 relays in the left kick panel. You need to figure out which one you're referring to.

Again, you can remove all the relays in the entire vehicle along with 98% of all electronics and it will not affect the starter circuit.

Probably the circuit opening relay, which is shown in the picture in post #2. It is involved in activating the fuel pump relay when you activate the starter, at least on my 1996 LX450.

In your first post, did you really mean "starter solenoid", when you wrote "starter relay?" Otherwise, I can't make much sense of what your wrote.

As Jon wrote several times, there is no starter relay. The entire circuit is in post 2, but the FSM and EWD are invaluable in solving problems such as yours.
