Looking into this issue with my cruiser 100 series | 2000 model | 280K on the clock | Automatic.

So there's a noticeable delay in engaging "D" under normal driving condition and sometime there’s no movement at all when coming to complete stop at signal. This happens only with the "D" gear. All other gears including low / 4L works perfectly fine.

Replaced the ATF fluid with OEM filter but no change. Car is drivable by engaging "2" and then switch back to "D" while on the drive.
 
Did you ever figure this out? My 1999 LC just started doing this.

Have you tried the troubleshooting procedure in the service manual? Relying on anectdotal evidence from someone half a world away isn't the best idea.

Troubleshooting A343F problems is divided into three categories of investigation:
1). things you can check which are primarily electrical, while the transmission is installed;
2). things you can check that are primarily mechanical, while the transmission is installed;
3). things you have to remove the transmission to check.

What symptoms do you have? How many miles are on the transmission?

The first thing to do is check your transmission fluid. If it is not at least dark red (new fluid is bright red), or if it hasn't been changed within the last two years, it shoud be changed. It's not sufficient to simply drain the pan; you can't get all the fluid out that way. The best way to do it yourself is to use the transmission pump to exchange the fluid. You'll get almost all of it out this way. There is no filter, as such (there are three small strainers in the valve body and one large strainer on it, but those rarely need to be cleaned. You'll need 12 quarts of ATF; I use Mobil multi vehicle ATF (126505):

Unless your ATF is new(ish), you won't really know what your problems could be until it's been replaced. The correct transmission operation depends on the fluid, primarily, for its function, so if it's dirty it won't work as it should. I have had success extending the life of a worn out transmission (not saying this is your problem) for a year of consistent driving simply by replacing the fluid.
