new owner - 1996 LX 450 with questions and a pic

I knew I had to have another one when the guy who bought it from me sent me this updated picture a couple days ago. He cleaned it up real nice.

I found an lx450 that I plan on purchasing this week. It is located a few hours away from me so all I have to go by is pictures. I am attaching a shot of the undercarriage. Does this amount of rust look normal? The seller says it is just minor surface rust. Also he said that the running boards were replaced due to rust. Should I be concerned? I've heard that rust is only a *major* issue if the frame itself is rusted.
Also the owner said the headgasket hasn't been done (that he knows of) and he has owned it since 2004. The vehicle is a 1996 and has 145k miles. Would this concern any of you?

Head gasket wouldn't, if all other service records and overall condition indicate a cared for 1FZ.

She's a little rusty. Make for added time wrenching.

haha I just bought mine on Thrusday, i posted it on craigslist for sale Saturday.
Had a guy came by to look at it but so far no bids, I was experiencing buyers remorse, but I have a feeling I will be feeling sellers regret. LOL
