You can install flares without cutting the openings. You might try TJ flares. Instead of flares you could get a narrower wheel or different backspacing. Yours look to be about 10" wide, you might consider 8's.

You’ll like the dobinsons springs. Mine ride very nice. I think they sit a bit higher than the 1.75” that they state. Of course they may settle over time. I’ve also looked at reviews of the terrain tamer’s parabolic springs and supposedly they ride very well too. They may be a little less expensive than the Dobinsons.
I know they all say they can be installed without cutting, it just results in a portion of the wheel arch being exposed under the well, which will look stupid I think. I'll have to do some digging to see how much, if any, cutting is required with TJ fenders. I know narrower tires would fix the problem, would have gone with 10.5 wides if I had bought them, but I can't justify buying new tires with these being brand new. The same goes for the wheels, although I'm not sure any offset would tuck 12.5 wides under the factory fenders anyway.You can install flares without cutting the openings. You might try TJ flares.
