Need CDL override in Low (1 Viewer)

I have a 2003 Prado, 1KZ-TE with a 5-speed manual transmission. The motor is gutless below 1800 RPM which causes problems when trying to start up a steep incline on asphalt in 1st gear without excessive clutch slippage. So the solution is to shift the transfer case into low but that also engages the CDL. However, if the incline also requires a turn, this puts a great strain on the drive train. The transfer case is a VF4B (full time 4x4) and has a single shift lever with 4 positions: H, HL, N, and LL. Does anyone make a twin stick that would allow selecting H & L independent of CDL? Or is there any other way to be able to run in L without the CDL engaged?
