First I'll repeat: If this started (no start) right after T-belt job; take back to mechanic that did work.

So no start condition not when worked on, but on "cold" mornings. Then it will starts when day warms up. Do all test in early morning when cold (after confirming no start condition). Everything become denser when cold. I.E. seals and diaphragms shrink and stiffen, metal parts contract this included electrical contacts.
Second I'll repeat: Try a spark test on cold morning. Remove spark plug, while connected to coil, ground and crank engine with EFI 20 amp fuse removed. Then you'll have spark eliminated. If no spark try
@ponytl suggestion "fuse box". Inspect for loose relay, this may explain cold (shrinking reducing contact) and braking (movement) of a connection(s).
If spark is good; move to fuel pressure test next.
This could be as simple as gas cap, fuel pump or regulator issue. Just because you smell gas doesn't mean you have correct fuel mixture.
