I guess it depends on what issues are widespread enough and occur before the warranty is up

Why would they recall? Even the "early" failures are lasting at least 2x the warranty period. Most auto manufacturers wouldn't even bother with a redesign on a radiator with a significant portion of failures at 10 years and 100k miles. I'd bet the "bad" 200 series radiators are about average in lifespan compared to other vehicles.
