The heat quit in my 1999 Grand Marquise. Fan blows but the air never gets hot.

I concur.
Well, on the valve thing. Another issue could be a blocked heater inlet/outlet line to the heater core, or a blocked heater core. If you can find the lines leading in/out, other than having to drain the damn cooling system, it would be a fairly easy check with a water hose (and go for volume over pressure when flooding the heatercore.)
If I were you, I'd move to a nice desert-like climate where it doesn't get all that cold.![]()
Check the heater hoses at the firewall.
If one is hot and the other is cold, then you have no flow through the heater core. Blocked core or the heater valve isn't opening.
If both are hot, then the blend door isn't moving.
If neither are hot, then you are low on coolant or have a stuck open thermostat.
