Not exact, but hope this helps: approximately February 1978-- based on extrapolating backwards at the roughly 3,000 units/monthly production from the August 1978 frame number 199119. Other than someone with a printed production chart for that time period, for exactness your best bet will be finding someone with a known truck serial number very close to your own.

Is that the only way to tell? I am filling out the paper work for import and need the month/year.
If we can't tell, how could anyone else?
If your DMV trusts you to give them the info, then that date should be good enuf, and certainly honestly close enuf to any other similar serial numbers they may have in their database, should they cross-match or check. Stand proud when you give them that date as a fact; do not tell them you don't know, or you are guessing. Hopefully that will suffice--if not, have them clearly tell you what specific source of info will satisfy their demand.
I simply gave you that date to help you searching for parts applications, as there were no major production changes near that frame number month. Sorry, but I do not have a printed production list for your exact serial number, nor would your DMV consider me or any other non-official a valid source of legal information anyway.
Toyota USA will not help you; only Toyota Motor Corp in Japan has those records which I believe are considered the intellectual proprietary property of the company. Some serial number listings are out there; I'd like to hear if you do find the ones for your year model.

isn't there a tag inside the door? that will have month/year.
