You don't pull on the white part. The whole thing should come out. Pull on the blue or black housing

I did end up having to take the black box apart and undo a couple of screws the fuses were in fact bolted in. And I'm gonna figure out how this ohm meter works and test them .. I also noticed now that the empty 100 Amp Pl. for a few looks identical to the 120 alternator fuse I just removed. I still have to confirm when I look at my Land Cruiser if all three should be there but right now I'm thinking that 100 amp might be missing.

get a can of electric clean or contact cleaner, remove all fuses and hit the fuse terminal blocks with this spray to clean things up. this may not fix the problem but it's good PM anyway and it looks like you have some crud in that fuse block.

I will get some contact cleaner and clean that up! Also ITRJ is spot on, the 100 amp box is also empty in my 01 LC. I tested the red and blue fuses and while the red alternator one was giving me consistent reading the blue JB one was very inconsistent. I'm going to pick up a couple new ones when I get the electrical cleaner and replace them both. Hopefully by then the battery is charged back up or replaced and we can go from there. Something tells me this problem isn't as simple as a fuse swap though. I have a feeling I'm not done screwing around with this.

I'm actually getting very inconsistent reading on the alternator one too guys. I'm replacing both tomorrow and will report back.

That OL reading means open line. A good fuse will read close to 0.00 ohms. OL means a blown fuse or very high resistance. Replace the bad one would be a good place to start. Is that the J/b fuse or the Alt fuse?

It's both of them now. And I wonder if that could be due to some corrosion and dirty contact points. I was getting consistent 0.00 readings on the alt and inconsistent on the j/b but after messing with them some more they both were displaying "OL" half the time... are these fuses available at something like an autozone or O'reillys or are these special order? If they're special order I'll do that today, otherwise an autozone visit tomorrow

I would call autozone to see if it's available. As for the inconsistent readings, that could be due to the corrosion on the contacts or it could be your meter. I would replace both fuses to be safe. Also make sure there is no corrosion on the fuse block.

Great advice, I am going to grab the contact cleaner tomorrow and dive into this. Just got off the phone with autozone and after texting them fuse pics found out that is not an item they carry. I will order online or grab at the Lexus dealer Monday. I'll follow up as soon as I know more. Thank you all for the time you've spent replying, it's very much appreciated.
I don't think I'd degrease the motor again though. I had reservations about doing it in the first place and maybe it's got nothing to do with this. It is give it a couple thoughts in the future before diving right in.

Once your battery and fuse are installed, you will want to check your charging system. You should have about 14V at the battery when you engine is running. Also turn on all lights, heater, radio and check that the voltage doesn't drop below 13V. If it does you will have further checks to do. Update with your results.

I sure will! Does a bad alternator sound like belt squeezing? I bought and separated on belt dressing last week thinking that was the issue but now with a bit of research I'm thinking the alternator was shot when I purchased it. I would treat the belts and the noise wouldn't entirely go away. I'm almost convinced now I was hearing bad bearings in the alternator. Thoughts?

Ok back with an update. After fully recharging the battery (I plan on swapping it for another new one) and replacing the 140 amp alternator fuse and the adjacent 100 amp fuse I tested the battery. 12.3 volts. Started the car, 11.9 volts. After that I could. It get it to stay running long enough to test it again (I think the computer needs to relearn so I have to start it several more times).
As a side note my local Toyota dealer told me I needed to purchase the whole fuse block for $89. The Lexus dealer across the street ordered me the fuses. Took me a couple days of waiting but that was $30 for both.
Pics attached with part numbers in case anyone needs that in the future. So what do you think, alternator?

Most likely the alternator. First make sure you have a fully charged battery-around 12.6v. Measure voltage at the main battery post on the alt. It should be close to battery voltage (engine off). There will also be a small wire at the alternator-should be approx 12V. When the is engine running and accessories on, voltage at the alt Shouldnt drop below 13V and should be about the same at the battery. Otherwise you will need a new alternator.

When revving the engine to 2000 rpm's the voltage dropped to 10.66. Next step is alternator replacement. I'll report back, thanks for the input so far!

So I'll be picking this thing up tomorrow. New alternator, serpentine belt, another new battery and fresh oil change. Turns out the alternator was the issue. The "rebuild" from last year didn't take apparently. I'll report back to wrap this thread up tomorrow. Not sure if replacing the fuses was necessary but the way the trickle charger behaved was completely different after replacing them so I don't think it hurt. I have more cruiser pics on flat beds than most people!
