For Sale Low mileage 2000 LC - need advise before i pull the trigger

My dilemma is that i looked at a Gray 2000 LC yesterday and i was torn between the condition and the low mileage. 108K miles and the mechanicals were all sound. The undercarriage had rust which had me a little concerned. The front seats need recovered and there was bumper damage front and rear. There was also a small dent forward of the rear passenger side rear wheel well where the running board meets the body.

Seat covers would run 500-600. Undercarriage rust would run a couple of weekends and a lot of elbow grease. Prep and paint of the bumpers and rear quarter panel damage may run 750-1000.

Are the low miles enticing enough to pull the trigger or should i live to fight another day.
 
I paid 7800 for my 2000 this winter. 109k miles. I had to do the tbelt.and water pump, 2 shocks ETC but generally in great shape. Slight rocker rust after removing running boards. I think 12k may be too high but maybe I just got a killer deal.
 
Saw no evidence of rocker panel rust. I checked front rockers and all over the front wheel wells. The under carriage rust caused me the most concern. The seller said that the Toyota dealership local recommended undercoat spray while they had it for the timing belt but he deferred because he didn't want to give the appearance of covering something up.
