Needs more info. Carfax, where has it lived, etc...
Seems cheap for mileage. Check tailgate upper clam shell and underside to see how bad the rust is.

Good info in the FAQ section on checking out a new truck. Check Slee Offroad for a similar list of stuff to check.
See if the timing belt service has been done. If not, allow another $1000 or so for that and the water pump.
Go on the Lexus owners website and input the VIN...you'll see service done at Lexus dealers since the truck was new.
Have a pre-purchase inspection done at an Lexus dealer who's not a party to the sale, or a good indy mechanic that knows Cruisers.
Since it's a northeast car, I'd be under it checking for rust.

How do you know it's a minor accident under $1k? I remember chasing almost the exact same vehicle out of Seattle a few years back and the owner said it had a parking lot accident. As it turns out it took a hit in the DS A pillar that totaled the truck that hit her. Pays to pull reports. Carfax had the police report number and I pulled the police report myself from wsp. Caveat emptor.
$16.5k for an 03 with under $100k from a dealer is a suspiciously good deal. If it checks out it would be a great buy, even with some underside rust.
