That device is for the EGR operation. If the EGR has been disabled and the device has not been deactivated or removed, then you will have problems with it.

The EGR is only supposed to engage when the engine is up to full temperature and at idle/low speed. The actuator should deactivate the EGR the moment the throttle is cracked.

I would suggest blocking off the EGR and then removing the throttle plates from the intake altogether.

why do you wait after the light goes out to start it up?
compression test time, at first i thought bad glow but that is not good.
 
Because everybody here is telling the light is on for too short (maybe 3 seconds). So I always wait for the click 5 sec later. When the engine is warm, it starts just perfect. Also after cold start its fine after 1-2minutes.

Check your plugs by removing then and glow testing them.

Check with a test light that both stages of your glow system is working. Test at the bus across the plugs, wait for the stages to go out - 1st stage about 6 seconds, 2nd stage about 20 - 30 seconds depending on temps.

It's common for plug failures, slow lighting times, resistor failures, fusible links and the contacts in the plugs/relays.

The 2LTEs for the most part don't start very nicely, nothing new there. Nasty little engines in general.

I changed recently 2 glowplugs and it looked ok for a while. now bad again as on the begin.
I am not good with checking the electrical stuff but I'll give a try ;)
 
Need to change glow plugs as full sets... they don't work well when you mix new and old and different brands.
