It must be hit or miss ..... My HJ75 has a dimmer switch. My 70 had it, the 78 I am using does not have one.
The instrument lights are about as bright as the dome light so the ability to dim them has never been an issue.Neither of my HJ75 or HZJ78 troopies had the dimmer, both were poverty packs (STD ARL and STD GEN), maybe its a STD/GX/LX thing or a market thing

I don't need instruments ..... I travel by sound.No dimmer in my 1988 JDM BJ74.
Mine was quite dim when I got it and I looked in vain for the reostat.
I did finally "fix it" when I opened up the cluster and replaced 3 burned bulbs.....![]()
That one involves both hearing and sight ...... Kaboom followed by flames...... Buy a 2L-TE and you will know what I mean.what does an empty radiator sound like?![]()
