Some common rules are:

Ticket limits

Must be able to register/title the vehicle or the vehicle cannot be given to the ticket holder i.e. must have the funds needed to insure, title and register vehicle. In the events here, you have 24 hours to complete this or the vehicle goes back to the charity/donor.

CLEAR definition of what constitutes proffit, admin fees, etc... You should not expect someone to facilitate this event without compensation-you need that correlation to set up commitment to the process AND it places that person at a different level of obligation since he/she is then not a volunteer but an employee of the charity. As mentioned before, it could be said that X% will be kept by the donor/administrating body and the rest goes to whatever. The X can be defined as whatever but should at least cover someone's time, any and all fees and the like.

CLEAR listing of ticket ranges, ticket buyers and their correlating numbers. This document can be kept in public view BUT cannot be altered by ANYONE except the admin. of the event.

Witness at the drawing. More the better.

Unique tickets i.e. someone would have to print unique tickets e.g. special logo that only the admin can access.

That is all I can think of at the moment off the top of my head.
