Listen to Dougal, he's right and knows what he is talking about. If anything I would be changing a compressor wheel before I would look at changing the turbine wheel. Or just buy a new turbo as was suggested by Tapage a GT2860R.

However simply upping the boost to 15psi on your stock CT26 with a fuel increase, I'm sure would make you smile and be a helluva lot cheaper!
 
compressor wheel or turbine

forgive my ignorance, but i think i am actually talking about the compressor wheel. the wheel i am talking about is the one you see when looking down the turbo same side as the "toyota CT 26" marking, that is where the air enters the turbo. sorry about that.

things i am thinking about:
i might also put a boost control inside the cabin so that i can change the boost up to 15 psi.... don't know about this i am just thinking about it. the other is a gadget that will allow me to control air fuel mixture. is there something like this for diesel engine? if yes send me the link, please. both of these are complexities that i would normally stay away from. one reason i am considering them is when i am on high altitude, so that i can control air fuel mixture.

On a diesel your right foot controls the air/fuel mixture which in conjuction with engine speed sets the boost.
There's no point in other external controls for these unless you need an easy way to reduce fueling at altitude. Just tune it to sensible EGT's in the worst conditions and drive to the EGT guage.

the only reason i am thinking about the fuel air control is that when i am at high altitude, about 5000 feet and higher, i see black smoke coming out of my exhaust, because of the thin air up there. is there a way to control that, manually from the cabin? i don't think my right foot can do that.

I'm not familiar with the governor on your fuel pump, but if it has an aneroid or boost device then you could set up an external interference.
My Isuzu fuel pump has a boost line from the inlet tube to the fuel pump aneroid. Simply putting a tap on this reduces peak fuelling by ~30%. But I don't know the 12HT setup.
