Items included with ARB bumper?

Does ARB usually include hardware, instructions, or the plates to cover the fog light holes?

I found the pdf of the instructions here on Mud.

All I received was the ARB in the above picture.

I did not purchase fog lights but figured it would come with blanks.

Yup, the housings hold not only the fog lamps (optional, cut tabs on blank if installing) but also the turn signals which are also included. The housings come in a white box, 16" x 6" x 6" and the turn signals are in smaller brown boxes, 6" x 4" x 2", left and right specific. They should be in the fitting kit box which it sounds like you don't have. Full instructions with pictures, bag of hardware, winch mounting parts (solenoid mount, etc). Your missing some parts...

I have obtained the fog light housing, and turn signals. Buying grade 8 hardware locally. Are there any other parts I will need to install the bumper?

Not sure if this is helpful, but here is what was included with the ARB sahara bar that I purchased from Cruiserparts.com

I purchased the 100 series Sahara Bar 98-02, and the buffer kit and the fog light kit.

I also ordered the polished tube kit but it's on backorder and will be shipped later.
