2013 land cruiser, when i shift into "park" it doesn't actually go into park until i nudge the shifter forward. (in the video, see the center gauge cluster where its blank and then turns to P once i nudge it)
Currently 140k miles. Previous owner had the Neutral safety switch swapped out 5 years ago at 110k miles.

Q. is it a neutral safety switch again? or shifter bushings?

Update, i tore the center console apart but couldnt see much. I climbed underneath and wiggled the shifter linkage. there is a good amount of play. It hard to tell whether the play is coming from the shifter, or the transmission end (i dont think its the bushing in the shifter linkage)

See video here

Haven't done it on a 200, but I'd look at adjusting the shifter cable slightly. Usually there are jamb nuts at one end or the other that you can use to take out any excessive slack. Your issue doesn't sound like a Neutral Safety Switch issue, it sounds like a linkage/cable issue.

i just tore the center console apart but i cant even see the linkage. must be on the underside

They may not have adjusted the linkage correctly when they swapped the NSS. You are correct, all of the relevant parts are under the vehicle.

FSM specifies manually putting the lever on the transmission in the Neutral position, then doing the same for the shifter, then install and tighten the nut. If you're having to push it forward to indicate park you probably only need a small adjustment.

While under there I'd try going back and forth through the drive modes with the shift lever on the transmission to see if it moves freely.. friction there could indicate the new NSS being bad or the rod through the transmission having corrosion.

Obviously since the vehicle won't be in park, chock your wheels and such before getting under the vehicle.
