I didnt know throttle cables were factory on 60's but the plastic around it is formed like it is completely stock.

my sixty does not have that. but i hear that all sixties have a place for the throttle cable you just put it wherever you want
 
My FJ-60 had the plugged hole in the dash. I got the cable and bracket from the dealer...It's installed, but I'm still waiting to use if for a legitimate purpose. The pic below is courtesy of SOR's website. The location is marked as #24, throttle button.

My 83 has one. The 84 doesn't have one. The 88 62 does have one. Must have been an option for all the sixty series models.
 
I bet it's been added on by the prior owner. Most 60s (and I've seen a lot) have a black filler plug where the hand throttle goes. All 62s that I've seen have the hand throttle. You can order the hand throttle from Toyota, and it's fairly cheap and easy to add. In fact, I just ordered an extra kit last week, just for spare parts. The bracket that attaches to the brake/clutch pedal brace is necessary. Some people that order the cable forget this important part.
 
My 87 60 does not have it. I would love to have it for the novelty of the item, but I don't think that I'd ever use it for anything other than cruise control.

I always change the throttle position when I'm offroading. For PTO winch applications I could see this being useful, but not for much else. What do you guys use it for?

Very true, I never use mine while on the trail... However I do use it a bit on the highway (not much really). The hand throttle in my rigs gets most of its use warming up the rig on a cold morning, bringing up the temp for the hot water shower, or while running the winch...
 
ghetto cruise control.... Also sometimes when I want it to warm up a lil quicker but that is super rare..
 
Use mine on the diesel to warm up/start every morning, Also use it for winching. Funny thing is though, it's in a different spot, it is where the Fjs choke knob is...
 
the best use I'v egotten out of mine is when you get into a situation where you need to brake and give it throttle at the same time-- no fancy footwork needed, instead you can just pull on the button and do whatever you need to do with the clutch and brake. Nice.

also use it to warm up sometimes, or to bump up the idle just a little bit to run the A/C if I'm just sitting around.
